What Is RBS Certification?

RBS stands for Responsible Beverage Service. An RBS certification — sometimes called an RBS card or alcohol server permit — is a credential that proves an alcohol server, bartender, or seller has completed state-approved training on how to serve alcohol responsibly.

The training covers things like how to check IDs, how to recognize signs of intoxication, when and how to refuse service, and what your legal exposure is if something goes wrong. In most states, it’s not optional — it’s the law.

California made RBS certification mandatory in 2022 under a program run by the California Department of Alcoholic Beverage Control (ABC). Since then, “RBS certification” has become a widely used term, though other states use different names for the same concept.

Who Needs RBS Certification in California?

Under California law, every person who serves, sells, or delivers alcoholic beverages at an on-premises licensee must complete ABC-approved RBS training. This includes:

  • Bartenders and barbacks
  • Servers and waitstaff at restaurants and bars
  • Event staff serving alcohol at venues
  • Managers and supervisors who oversee alcohol service
  • Anyone working for a licensee in a role that touches alcohol service

Employers are also required to ensure their staff is certified. The certification must be renewed every three years in California.

How to Get RBS Certified in California

California’s RBS program is managed by the ABC. Here’s how to get certified:

  1. Register on the ABC RBS portal at abc.ca.gov. You’ll need a valid government-issued ID.
  2. Complete an ABC-approved RBS training course. Training must be taken through an approved provider and is typically done online.
  3. Pass the ABC RBS exam. The exam is administered through the ABC portal separately from the training course.
  4. Receive your certification. Once you pass, your certification is recorded in the ABC system and valid for three years.

The training typically takes 3–4 hours. The exam is a separate step from the training and must be completed through the ABC portal directly.
